Okay, I installed it the wrong way by using `apt`.

This gave me netbeans version 11.3:
sudo snap install netbeans --classic

Now, I can create HTML5/Javascript projects.

But, how is one supposed to know and why do `apt` and `snap` produce
inconsistent versions?

** Description changed:

- Version 10.0 is out of date and doesn't support HTML5 nor Javascript projects.
- I tried installing the plugins en mass and one-by-one followed by restarting.
No help. Apparently, the HTML and Javasript plugin installations fail silently
in spite of stating "success".
