I know it's a social faux pas for a user of one distro to butt in on another's support forums, but I think I found some information that could help you. I was also having this problem (pitch-black caves and other minor graphical issues in AC Odyssey) on Arch Linux. Your post pointed me in the right direction, but it took a couple days to finally read the right parts.
See the second-to-last comment on that GH issue you linked: https://github.com/doitsujin/dxvk/issues/1215#issuecomment-554474205 In other words, the 435.27.07 fix is in Nvidia's Vulkan beta drivers, not their mainline. So 440.58.02 has the fix, but 440.59 does not. I don't know how Ubuntu's packages work, but you could try installing a special "nvidia-vulkan" package or the like. If that doesn't work, and you still want the fix, you'll need to install kernel headers and then manually download 440.58.02 from Nvidia and install it that way. BE VERY CAREFUL! Doing this the wrong way could bork your machine. I installed 440.58.02 on my machine and I now have glorious lighting in caves. Hooray!
