  This is a follow-up to LP: #1848319. I'd like to update the gcc-8
  packages in bionic to the final 8.4.0 release.

  [Impact]
  Provide an upstream release for GCC 8.4, the non-default GCC in 18.04 LTS.
  
  [Regression Potential]
  There is regression potential, however the compiler is not used by default. 
Affected packages are libgcc1 and libstdc++6.
  
  [Test Case]
  No regressions in the GCC test suite.  We don't do a test rebuild, as that 
would use GCC 7 only.
  Cross compiler packages should just build.
  
  [Validation]
  Analyze the build logs for regressions.
  For the cross builds, just make sure that the packages build using
  the updated sources.
