As neutron-ovn-metadata-agent is a new binary package from the neutron source package, which is already in main, this does not need a full MIR team review. I reviewed the source changes (which are very minimal) and see no problem with the addition.
As such this can be approved as an existing part of the neutron package, already in main. (Note I looked for the MIR bug originally approving neutron, but could not find it; it's been in main since at least Trusty).
