Public bug reported:

what-is-python ships python2 & python3 packages, one is deprecated from
the onset and the other one is optional.

I wish to push what-is-python into main, and split-publish python3 one
into main, and python2 into universe. This gives a better indication to
end users which one they should use, if they must.

Also, I want only core-devs to be allowed to upload it, as it is a
sensitive package which will be installed on many upgraded systems.
