Public bug reported:

Please sync puppet 5.5.19-1 (universe) from Debian unstable (main)

As you can see in the changelog for this version, this is a bugfix release, so
no new feature was introduced.

Explanation of the Ubuntu delta and why it can be dropped:

The current delta added in version 5.5.10-4ubuntu1 is not needed anymore because
upstream dropped the last bits requiring ruby-sync.

Changelog entries since current focal version 5.5.10-4ubuntu1:

puppet (5.5.19-1) unstable; urgency=medium

  [ Apollon Oikonomopoulos ]
  * New upstream bugfix release
  * d/control: Bump Standards-Version to 4.5.0; no changes needed
  * Bump dh compat to 12.
     - B-D on debhelper-compat (= 12)
     - d/rules: use dh_missing instead of dh_install --fail-missing
     - Add Pre-Depends: ${misc:Prepends} for dh_systemd
  * Refresh patches
  * Import upstream patch to remove stale 'sync' requirement (Ruby 2.7 compat,
    closes: #954284)
  * Drop transitional packages.
    The puppetmaster, puppetmaster-passenger and puppet-common packages
    have been transitional since Stretch, it's time to remove them.
    (Closes: #940760, #940761, #940762)
  * Use dh_installinit --no-enable instead of passing defaults-disabled to
  * Remove obsolete debian/TODO.Debian
  * puppet-master: drop the START variable from the initscript and start the
    service by default under sysvinit (as we do under systemd).
