I am using Ubuntu 20.04 Development Branch. I have experienced something
similar. When you minimize one program's window, you cannot click on the
window that is currently showed (i.e. the window that was under the
minimized window). In order to activate it, you need to go to Activities
or click on that application's icon on Ubuntu dock. For example, you
open Files, LibreOffice and Google Chrome (in this order). You minimize
Google Chrome, and then you cannot click on LibreOffice unless you click
on the LibreOffice icon on Ubuntu dock.
