I suspect that you have some custom installation of the Simple Scanner.
What is the output of the command:

$ which simple-scan

According to documentation: 
https://packages.ubuntu.com/bionic/amd64/simple-scan/filelist
it shoule be:

 /usr/bin/simple-scan

Try to run simple-scan from `/usr/bin/simple-scan` location and check if
it is working for you.

I also checked and standard installation of the simple-scanner uses
correct library:

$ ldd /usr/bin/simple-scan
        linux-vdso.so.1 (0x00007ffebbff5000)
        ...
        libsane.so.1 => /usr/lib/x86_64-linux-gnu/libsane.so.1 
(0x00007f0e15100000)
        libcolord.so.2 => /usr/lib/x86_64-linux-gnu/libcolord.so.2 
(0x00007f0e14ee0000)
        ...
