To reproduce:
HW: a machine with intel GPU and plugged AMD card.
A HDMI/DP monitor without audio output plugged into intel GPU.
TLP is installed with certain aggressive config.
try to "cat /proc/asound/card0/codec#2"
it will hang for long time (like 30 seconds) and kernel will output lots
of log like:
