Private bug reported:

[Steps for Reproducing]
1. Connect PXE network to Network card
2. Boot from PXE
3. Select Ubuntu 18.04.3 in PXE boot menu

Actual result:
1. Observed a blank screen after OS files has been loaded over PXE,
We need to pass the specific vga mode (eg.vga=791) as boot parameter to
workaround this issue

Expected result:
1. Ubuntu 18.04.3 OS should be installed successfully over PXE without the
workaround
