I always had a problem (Ubuntu 18.04 server) where ufw didn't start on boot and 
I guess this is also related to this bug, because ufw uses 
Before=network.target and sshguard starts in parellel of ufw, I guess (not 100% 
sure with systemd timings and dependencies).
But I always see ufw failing on different lines in their startup scripts, so I 
think this depends on other iptables commands issued at the same time while 
sshguard is starting up ?
Also it might be helpful to also add Afer=ufw.service ?
