Public bug reported:

Ubuntu 20.04 beta seems to not allow me to change the image which I have
changed in 18.04, 19.04, and 19.10.

Here's the file I want to use:
background = /usr/share/backgrounds/ubuntu-mate-common/mate-black.jpg
 cd /usr/share/backgrounds/ubuntu-mate-common/
root@S20:/usr/share/backgrounds/ubuntu-mate-common# ls -ltra

The file is there, world readable.
total 8464
-rw-r--r--  1 root root  688519 Oct 13  2018 mate-black.jpg

These are the config files... This machine was upgraded from 19.10 today.
I made the following changes in  the /etc/lightdm/*conf files in 18.x and they 
worked until now...
root@S20:/etc/lightdm# grep background *conf
lightdm.conf:background = 
/usr/share/backgrounds/ubuntu-mate-common/mate-black.jpg
lightdm-gtk-greeter.conf:background = 
/usr/share/backgrounds/ubuntu-mate-common/mate-black.jpg
