Thanks for reporting this bug. The behaviour is by design, the bug should be marked as wishlist. I believe this way is more suited to most users as the terms "unmount" and "safely remove" seem to have been swapped for ease of use purposes. People don't really consider their device as "unmounting", they think the procedure is just what you to to make it safe enough to pull out.
