Public bug reported:
on a netplan.io focal instance, /run/network/dynamic-interfaces is
generated
it has only loopback interface, it looks like eni, and a comment that it
was generated by `cloud-initramfs-dyn-netconf`
it should to not do that on focal, or maybe not even exist?
