Patrick, firstly you don't need the backport-iwlwifi-dkms for -generic kernels newer than v5.0 for 8265. It should have been directly supported.
Secondly, I can reproduce this with current linux 5.3.0-45, linux- firmware 1.183.5, and this cannot be fixed by upgrading to the latest 8265 fw of core47-142 release[1]. Would take some time to investigate more.
