I can help complete his notes by adding details to this bug. The specific issue is that when downloading .deb files from an external source, i.e. www.chrome.com and you download the .deb to your computer and double click the completed file it will in fact not open in software to engage the software install process. I have found that double clicking invokes the action of opening the archive with archive manager and trying to "unzip" the file instead of install it. I have tried manually setting the file to "open with" "Ubuntu Software". I have found that installing with gdebi works and also by using dpkg -i via terminal. Thanks I hope this helps.
