latest daily of the arm64 rpi image dated 04-14 does not boot:
Renaming these in /boot/firmware/
boot.scr.bak
syscfg.txt.bak
cmdline.bak
bcm2711-rpi-4-b.dtb.bak
and using these from an older image results in a bootable image
boot.scr
syscfg.txt
config.txt
nobtcmd.txt
nobtcfg.txt
btcfg.txt
btcmd.txt
bcm2711-rpi-4-b.dtb
initrd.img
vmlinuz
