I have this issue as well. Rebooted my Thinkpad X1 Carbon 6th gen today, and now I'm getting these UI lockups for a few seconds every few minutes, even though the mouse cursor still moves and Spotify keeps playing what it is playing.
In my case, this seems related to PhpStorm 2020.1. It's enough to just scroll a file back and forth for like 30 seconds in PhpStorm for the bug to manifest. Meanwhile scrolling in Firefox or Gnome Terminal doesn't seem to trigger this. PhpStorm writes a thread dump each time it happens.
