Note that:
* after you delete ~/.config/pulse you at least need to log out and in
again.
* even if deleting ~/.config/pulse doesn't work then we should use bug
1866194 still. The workaround is also not confirmed to work in that bug,
but it's the same bug.

External audio device shows up in the sound output options but the sound
keeps being emitted from the internal laptop speaker, or none at all.
