Public bug reported:

Hello,

I have "Restore previous session" set to reopen the same programs from
the previous session on login. When this process open a konsole, I
cannot type accent lettters (áãó...) but I can type any other ky
specific to my layout (including 'ç' and any 'alt gr' variations). If I
close this konsole and open it again, it simply works as expected.

It might not be konsole specific but it might happen with it because it
can open shortly after login is done (and maybe before something needed
is started).
