Tested on Unity, Gnome-Xorg and Gnome-Wayland.
I also tested on several amd64 computers and they all seem perfectly fine. Only
occurs on ppc64le for some weird reason.
Edit: Also tested with "--safe-mode" and "-ni", no effect on scrolling
speed.
