I can reliably reproduce the problem with chromium-browser
84.0.4115.5-0ubuntu0.18.04.1 from the dev PPA (ppa:chromium-team/dev).
The relevant error messages are:

Note that the chromium snap in the edge channel (version 84.0.4115.5) is
not affected, devtools function correctly.
