This bug doesn't exist on the same hardware (a 2008 MacPro with Mac ROM'd GTX680) under current Ubuntu 19.10 with the nvidia-340 package installed. In that case, booting the default 5.3.0-46-generic kernel in single user mode produces the expected prompt.
