You do actually have packages left over installed from the ubuntu-
toolchain-r PPA or the jonathonf_ubuntu_gcc-7 PPA and those packages are
preventing your ability to upgrade to a new release of Ubuntu. You'll
need to resolve this issue, likely by installing the official Ubuntu
packages, yourself and try the upgrade again.

  I've tried to upgrade Ubuntu 16.04 to 18.04 from terminal but I
  couldn't do it. I have no problems with ppa, that doesn't apply in
  this case.
