Public bug reported:
When I run "snap refresh", instead of updating itself, snap updates the
gnome desktop. However, it should refresh itself first, not just when I
run "snap install --classic code".
However, when I ran the snap refresh first, snap refreshed the GNOME
desktop.
This is a problem, as snap refresh should have updated snap, not just
when I install a new snap.

Title:
snapd only refreshes "core" from the snap store when I install a new
snap, instead of running it when I run "snap refresh"
