I can confirm this bug for wesnoth-server. I stopped this auto-starting
behaviour. I only start a server when I want to play a game of wesnoth
with a friend.
IMHO there needs to be a question like "do you want wesnoth server to be
automatically started on boot up?" IMHO all game server packages need a
dialog like this. IMHO for regular server packages (apache,openssh-
server,...) starting them automatically is fine.
