I think I have the same issue I documented here https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1870614 . When I do an upgrade to 19.10 / 20.04 I also get stuck at 'loading initial ramdisk'. I have a dell xps 9570 with i7-8750H (coffee lake, not whiskey lake).
