Could you add your 'journalctl' from a boot showing the issue after getting the problem (and indicate the time where you saw gnome-initial-setup showing)? (even better if you uncomment the Debug Enable line in /etc/gdm3/custom.conf) Is another non standard in the username you choose in the installer? (I notice some of the users start with a _, is that the case of that problematic account?)
