I just reproduced it and it is easy to reproduce, and I think this is a new design on purpose in the gnome.
If there is no other audio apps (sink-inputs in the pulseaudio) than "System Sounds" (#7), the adjustment volume slider will produce sound to indicate the current output volume. If there are other audio apps (#8), they will replace the "System Sounds" when adjusting the volume slider. e.g. I run 'speaker-test -t wav -c 2' in a terminal, this audio app will replace the "System Sounds" when adjusting the volume slider, and the volume change is indicated by speaker-test instead of "System Sounds"; After I close the speaker-test, then the sound will come back to "System sounds" when adjusting the volume slider. So If you close those two audio apps with the name of "speech- dispatcher-xxxx", the sound will be back to "System sounds".
