Probably debhelper's
/usr/share/perl5/Debian/Debhelper/Buildsystem/python_distutils.pm
regressed.... yet should not be used since at least 2013.
One should move mailnag to pybuild buildsystem provided by dh-python.
I'm not sure anybody will look into fixing python_distutils.pm
buildsystem.
