Ha, that was a good red-herring

It doesn't fail at this test despite all the error messages thrown out.
It does
1. build chrony without root (works with tests skipped as it isn't root)
2. passes other tests as it ERRORs but detects that the environment is the
reason for that

The actual error is:
autopkgtest [15:12:44]: test upstream-simulation-test-suite:
[-----------------------
make: Entering directory '/tmp/autopkgtest.VV9dfn/autopkgtest_tmp'
make: *** No targets specified and no makefile found. Stop.
make: Leaving directory '/tmp/autopkgtest.VV9dfn/autopkgtest_tmp'
autopkgtest [15:12:56]: test upstream-simulation-test-suite:
-----------------------]

Which in the past was:
autopkgtest [15:59:37]: test upstream-simulation-test-suite:
[-----------------------
make: Entering directory '/tmp/autopkgtest.msuU3S/autopkgtest_tmp'
cc -O2 -Wall -g -fPIC -DGETTIMEOFDAY_VOID -c -o client.o client.c
cc -O2 -Wall -g -fPIC -shared -o clknetsim.so client.o -ldl -lm
