Yay, this appears to have been fixed in focal:
$ namei -l /etc/ssl/private/ssl-cert-snakeoil.key
f: /etc/ssl/private/ssl-cert-snakeoil.key

drwxr-xr-x root root etc
drwxr-xr-x root root ssl
drwx--x--- root ssl-cert private
ssl-cert-snakeoil.key - Permission denied
