Yes the pci_dev_is_added() function was definitely introduced after the bionic 
kernel was cut so that is expected. I've attached a backport patch and it 
compiles on top of bionic master-next, but I would still like to do the testing 
(need to test with a debug kernel too to see a possible deadlock detection). 
I'll be on holiday until wednesday next week but will then test this.
