I have an old Fujitsu Lifebook P701 running Ubuntu 20.04 which is experiencing 
the issue.
The laptop doesn't dual-boot and runs Ubuntu only.

@orlapa's link was very helpful. "GRUB_TIMEOUT_STYLE=menu" was already
set in /etc/default/grub so I added in back in the
"GRUB_TERMINAL=console" entry. After regenerating the GRUB config and
rebooting, the GRUB menu now shows in text mode.
