Public bug reported:
The texlive-base package contains the link /usr/bin/kpsexpand pointing to
kpsetool, but kpsetool is part of the package texlive-extra-utils.
But texlive-extra-utils is not declared as dependency of texlive-base. So if
you install texlive-base without texlive-extra-utils, the command kpsexpand
will not work since the symlink points to an not installed executable.
