Steps to reproduce:
1. Have Ubuntu MATE 18.04 LTS installed
2. Drag "user's Home" icon and drop it to the top MATE Panel
3. Click on just dropped "Home Folder" icon on the top MATE Panel
Expected results:
* Home folder is opened in Caja immediately
Actual results:
* Home folder is opened in Caja immediately, but the "Starting Home Folder" is
shown in the Window List on bottom panel for about 15 seconds
Note: this bug does not exist in Ubuntu MATE 16.04 LTS and Ubuntu MATE
20.04 LTS.
