Is this PR only needed for z196 machines (like the bug title makes me think of)?
I think in case yes, we can ignore it for Ubuntu, since the s390x support of
Ubuntu started with zEC12/zBC12 and higher (hence, with one generation newer
that z196/z114).
And with Ubuntu 20.04 (again bug title) the minimum Z generation that is
supported is now again one generation newer, it's z13.
