I can confirm, with your build from
"https://launchpad.net/~ddstreet/+archive/ubuntu/systemd";, networkd is
behaving like before in Ubuntu 18.04. With this patch "use-routes=false"
in netplan ignores the default gateway given by DHCP.

Please, forgive my ignorance, but how do I return to normal official
packages, after I remove your PPA? Because "apt update" doesn't detect
any changes. after "add-apt-repository --remove ppa:ddstreet/systemd".
