[Impact]
When gettext translate locale modifiers, the output encoding is not set
to UTF-8, so non-ascii letters are replaced with question marks. A fix
has been committed upstream, and the proposed fix cherry picks that
commit.

* Install the Serbian language, switch to Serbian — Latin, and relogin
* Open Settings -> Region & Language and find that the current language
is not labeled correctly
* Upgrade libgnome-desktop-3-19 and friends from focal-proposed
* Open Settings -> Region & Language and find that the current language
label is now correct
