Upgrades from one LTS to the next LTS are not offered until a number of days after the .1 release of the next LTS, ie. they won't occur until after Ubuntu 20.04.1 has been released (scheduled for 23-July-2020 https://wiki.ubuntu.com/FocalFossa/ReleaseSchedule).
