I think I know how to reproduce it: In my .config/kdeglobals I have a line
[General] BrowserApplication[$e]=chromium-browser.desktop ... After I removed this line, the "Apply"button started to work properly, and I could select Chrome. The line after saving: [General] BrowserApplication=chromium_chromium.desktop ... Note the absence of "[$e]" and a different .desktop file name. Changing "BrowserApplication" to "BrowserApplication[$e]" doesn't break the settings dialog. But changing "chromium_chromium.desktop" to any nonexistent file name (e.g. "chromium_chromiummmmmmmm.desktop") does.
