I don't have this issue anymore. Today my laptop (Dell Latitude E5591) starts when using the battery. I have installed some Ubuntu updates a few days ago (just regular ones that come with automatic updates), and a BIOS firmware update too (provided by Dell). One of those updates, or the combination of the two, solved it.
