With the new pyyaml version synced from Debian, python-yaml is no longer
provided. The uec-provisioning-webui binary package depends on python-
yaml, so this needs to be dealt with before pyyaml can migrate.

>From what I see this package has no reverse dependencies:

$ reverse-depends src:uec-provisioning
No reverse dependencies found
$ reverse-depends -b src:uec-provisioning
No reverse dependencies found

The last meaningful upload was in 2012 and the package was not updated
at all since that time. It looks to me like there is no reason to keep
it around or try and fix it by converting it to python3. It is an
Ubuntu-specific package. Asked server for opinion, but it feels to me
like we should just remove it.
