It looks like this HP 245 G5 simply doesn't have Bluetooth on it. Your
WLAN chip is:

Which is a WIFI only chip[1], and HP 245 G5 does has one
configuration[2] that has no Bluetooth.
However, since you mentioned it works in Windows as well as previous
version of Ubuntu, is it possible for you to run apport-collect again in
a, say, Ubuntu 18.04 Bionic LiveCD? So that we may ever know what it
should be.
