This bug no longer exists in Ubuntu 16.04, as the rsyslog rotate script
(inherited from the Debian package) handles both systemd and sysvinit
based systems:
$ more /usr/lib/rsyslog/rsyslog-rotate
#!/bin/sh
if [ -d /run/systemd/system ]; then
systemctl kill -s HUP rsyslog.service
else
invoke-rc.d rsyslog rotate > /dev/null
fi
As such, I'm updating the status on this to Invalid.
