The fact that a parmfile is currently needed for a subiquity installation is
not ideal and there is a Launchpad bug open to change this: LP 1854513

ticket for you, too.
Regarding the DASD that you are using - is it a DASD ECKD or FBA?
Based on the size I assume it's a DASD FBA (z/VM EDEV) -- or a 3390 model54?
(FBA support is in the works)
In case of a DASD ECKD, did you tried to add a VTOC and to (re-)format the disk
at the 'Storage configuration' screen? Was the disk used and formatted prior to
this installation?
