For me, upgrading from groovy helped
Add and uncomment lines to sources.list

#deb http://pl.archive.ubuntu.com/ubuntu/ groovy main restricted universe 
multiverse
#deb http://pl.archive.ubuntu.com/ubuntu/ groovy-backports main restricted 
universe multiverse
#deb http://pl.archive.ubuntu.com/ubuntu/ groovy-security main restricted 
universe multiverse
#deb http://pl.archive.ubuntu.com/ubuntu/ groovy-updates main restricted 
universe multiverse
#deb http://pl.archive.ubuntu.com/ubuntu/ groovy-proposed main restricted 
universe multiverse


apt update

apt install libpulse0/groovy-proposed
apt install pulseaudio/groovy-proposed

! comment out those lines in sources.list again
! run apt update again
! do not upgrade your ubuntu when groovy repositories are turned on
