Changing the Displays "Scale" and toggling "Adjust for TV" did not fix the problem. However, changing the Refresh Rate from 60.00 Hz to 59.94 Hz fixed the problem, and when I changed the Refresh Rate back to 60.00 Hz, the problem remained fixed (i.e., no permanent pointer arrow).
