Thanks for your report.

I can't reproduce, though. Wonder if your ~/.config/dconf/user file,
where the setting should be saved, has been corrupted somehow. We can
find out by doing this:

In terminal:

cd ~/.config/dconf
mv user user.bak

Then set "Traditional" in Preferences, relogin, and let us know whether
the initial input mode is now Traditional Chinese.
