Comparing to the current bionic/linux-kvm kernel, this looks to be the
same there. So it may have been some deliberate choice. But could just
be an approach of strip down as much as possible. I see some
IP_NF_TABLES and other NF options being turned on recently. So I guess
someone would have to check and decide.
